The main function of Ladakh Affairs Department is to coordinate the disposal of Administrative matters pertaining to the two districts of Ladakh region viz. Leh and Kargil Districts where two Autonomous Hill Development Councils are functioning which were established under LAHDC Act, 1997. The Deputy Commissioners of the district, in addition to his duties, acts as the Chief Executive Officer of the Council.

The underlying objective for creation of Ladakh Affairs Department is not only to function as an Administrative Department of both the districts of Leh and Kargil but also for sorting out issues/problems with other Departments of the State Government/Government of India concerning Ladakh region as a whole. The Department is also monitoring dispatch of key materials and other essential items to Ladakh region.

Election to both the Ladakh Autonomous Hill Development Councils of Leh and Kargil are conducted under the supervision of Ladakh Affairs Department on the completion of tenure as well as in situations where vacancies arise for one reason or the other.

The funds released under both Plan and Non Plan by the Planning and Development Department/Finance Department are credited to Council Deposit Fund for execution of development activities in Ladakh region under the Head 8448-deposit of local fund(except Police and judiciary) to defray the charges under Major Head 2575 Other Special Area Programme and 4575-Capitial Outlay of the Special Area Programme.

Further, Ladakh Affairs Department looks after any other important issue, which may crop up during day-to-day Administration in Ladakh Region.
